Looking for the latest developments in the crypto market? Here are the key stories shaping Bitcoin, DeFi, blockchain, Web3 and crypto regulation today.

Major developments include a revised version of the CLARITY Act in the United States, a fresh warning from ESMA about risks linking crypto with traditional finance, and controversy surrounding Hunter Biden’s LAPTOP memecoin.

Revised CLARITY Act Targets Non-Decentralized DeFi Protocols

A revised version of the CLARITY Act could introduce clearer compliance requirements for people or organizations that control certain decentralized finance platforms.

Under the updated proposal, U.S. regulators would determine whether operators of so-called non-decentralized finance trading protocols must comply with securities, commodities and anti-money laundering rules.

The revised text defines these protocols as systems whose operations, rules or functionality can be significantly changed by an individual or coordinated group.

It also includes protocols where controllers can restrict users or influence transactions beyond rules established through transparent code.

SEC and CFTC Could Introduce New DeFi Rules

Under the proposal, the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) would be responsible for developing activity-based regulations.

These rules could cover areas such as registration, disclosures, recordkeeping, supervision and business conduct.

The U.S. Treasury would also determine how existing Bank Secrecy Act requirements should apply to people who control affected DeFi protocols.

However, the legislation makes clear that software itself and distributed ledger systems would not need to register independently.

Participation in a security or incident-response council would also not automatically mean that an individual has control over a protocol.

CLARITY Act Faces Important Senate Vote

The updated bill comes ahead of a procedural Senate vote scheduled for September 15.

The legislation needs 60 votes to advance, meaning Republican lawmakers would need support from some Democrats.

However, disagreements remain over several issues, including ethics rules, anti-money laundering protections and stablecoin rewards.

The debate could have major implications for the future of DeFi regulation in the United States.

ESMA Warns About Crypto Risks to Traditional Finance

Europe’s securities regulator has also raised concerns about the growing relationship between cryptocurrencies and traditional financial markets.

The European Securities and Markets Authority (ESMA) warned that stronger connections between the two sectors could allow financial shocks to spread more easily.

In its latest risk-monitoring report, ESMA highlighted the increasing links between crypto markets and the wider financial system.

The regulator believes these developments require closer supervision as digital assets become more integrated with mainstream finance.

Tokenized Stocks and DeFi Exploits Raise Concerns

ESMA highlighted several areas of potential risk.

One concern is the growing adoption of tokenized equities, which could create stronger links between blockchain-based products and traditional stock markets.

The regulator also pointed to recent DeFi exploits as another source of financial vulnerability.

If crypto markets become more closely connected with banks, investment firms and other traditional financial institutions, major disruptions in digital assets could potentially have wider consequences.

Prediction Markets Also Draw Regulatory Attention

ESMA also identified prediction markets as an emerging area of concern.

According to the regulator, these platforms may carry increased risks related to insider trading and market manipulation.

The use of cryptocurrencies in prediction markets could also make suspicious trading activity harder to identify.

Potential issues include insider trading, wash trading and other forms of market abuse.

As crypto-based prediction platforms continue to grow, regulators are likely to increase their scrutiny of the sector.

Hunter Biden Denies Profiting From LAPTOP Memecoin

Elsewhere in the crypto market, Hunter Biden denied making money from the newly launched LAPTOP memecoin following a dramatic collapse in its price.

The token lost more than 95% of its value during its first hour of trading, prompting accusations from some social-media users that the project may have involved a rug pull.

Biden rejected those claims.

He said that neither he nor his team sold their allocated tokens and stated that the team’s holdings remained locked.

He also said he personally had not earned any money from the project.

LAPTOP Token Plunges After Launch

The LAPTOP memecoin experienced extreme volatility shortly after trading began.

Biden attributed the price collapse to limited liquidity and the activity of so-called sniper bots.

These automated trading systems attempt to buy newly launched tokens within seconds of trading opening, often creating extreme short-term price movements.

The token is based on the Base blockchain and takes its name from the laptop linked to Hunter Biden that became a major political story during the 2020 U.S. presidential election.

Crypto Regulation Remains a Major Market Theme

Today’s developments highlight the growing importance of regulation across the cryptocurrency industry.

The revised CLARITY Act could reshape how certain DeFi platforms operate in the United States, while ESMA’s latest warning shows that European regulators are becoming increasingly concerned about crypto’s connection with traditional financial markets.

At the same time, the LAPTOP memecoin controversy highlights the ongoing risks associated with highly speculative digital assets.

For crypto investors, regulation, DeFi oversight and market transparency are likely to remain important themes in the months ahead.
