Bitcoin’s latest breakout from its recent trading range may have been driven more by positive US crypto regulation developments than by broader macroeconomic concerns, according to analysts at Citi.
The bank believes regulatory progress in the United States offers a more convincing explanation for Bitcoin’s recent strength than the popular “digital gold” or currency debasement narrative.
Citi Points to Regulation as Bitcoin’s Main Catalyst
Citi analysts noted that Bitcoin’s price reaction came after a delay following the US Treasury’s bond buyback announcement.
They also highlighted Ether’s stronger performance during parts of the rally. According to Citi, this suggests that investors were not simply buying Bitcoin as a hedge against monetary debasement.
Instead, the analysts believe improving expectations around US cryptocurrency regulation could be providing a more sustainable catalyst for the market.
Bitcoin ETF Flows Could Be the Next Key Signal
Citi said the next important development to monitor will be Bitcoin ETF inflows.
Flows into spot Bitcoin exchange-traded funds had weakened following the major crypto liquidations last October. A renewed increase in ETF demand during the coming month could indicate that investors are becoming more optimistic about the US regulatory environment.
Such a recovery could happen even before there is complete certainty over proposed crypto market-structure legislation.
Citi’s current base-case forecast assumes no net ETF inflows. However, the bank also highlighted longer-term uncertainty surrounding how value will accumulate across the crypto ecosystem if more blockchain activity moves toward private networks.
Trump’s Support for the CLARITY Act Draws Attention
Todd Ault, founder of Ault Blockchain, said Bitcoin investors may be starting to recognize the significance of the changing political environment for cryptocurrency in the United States.
He pointed specifically to President Donald Trump’s support for the CLARITY Act as an important development for the industry.
The legislation is expected to play a major role in determining how digital assets are regulated in the United States.
Growing political support for clearer crypto rules could therefore improve investor confidence and encourage additional institutional participation.
Bernstein Sees Treasury Buybacks as Another Bitcoin Catalyst
Bernstein offered a somewhat different explanation for Bitcoin’s breakout.
Analyst Gautam Chhugani said the US Treasury’s decision to repurchase longer-dated government bonds was an important trigger behind the move.
Earlier in the year, cryptocurrency markets struggled to attract investor attention as tighter financial conditions followed geopolitical tensions involving Iran.
At the same time, strong enthusiasm around artificial intelligence and semiconductor stocks drew significant capital away from crypto assets.
AI Spending Could Eventually Support Bitcoin Liquidity
Bernstein believes the relationship between AI investment and crypto markets could now be changing.
As technology companies increasingly use debt markets to finance massive AI infrastructure spending, additional financial liquidity could eventually make its way into Bitcoin.
In that environment, some investors may increasingly view Bitcoin as a hedge against expanding debt and liquidity.
The combination of regulatory improvements and changing market liquidity conditions could therefore provide multiple potential catalysts for Bitcoin.
Crypto Regulatory Clarity May Extend Beyond CLARITY Act
Chhugani also argued that clearer regulation from the US Securities and Exchange Commission and Commodity Futures Trading Commission is likely to continue regardless of whether the CLARITY Act passes.
The legislation is scheduled for a September 15 vote.
This suggests that regulatory progress surrounding cryptocurrency may continue even if the legislation faces delays or changes.
A clearer regulatory framework could help financial institutions, asset managers and other major investors increase their involvement in digital assets.
Ether Benefits From Stablecoins and Tokenization
Ether has also performed strongly during the latest crypto rally.
Bernstein attributed Ether’s relative strength to its broader exposure to major blockchain growth areas, including stablecoins, tokenization and real-world assets.
Ethereum remains one of the most widely used blockchain networks for these applications.
As institutional adoption of tokenized financial products grows, Ether could benefit from increased activity across the Ethereum ecosystem.
Bitcoin ETF Outflows Show Signs of Stabilizing
Bitcoin ETF flows may also be beginning to improve.
According to Bernstein, Bitcoin ETF outflows peaked at close to $7 billion between May and June, representing approximately 10% of assets under management.
By August 20, inflows had reached approximately $1.1 billion for the month.
Total Bitcoin ETF assets also climbed above $85 billion, compared with roughly $70 billion in June.
A sustained return of ETF inflows could provide another source of demand for Bitcoin.
Strategy’s Bitcoin Position Stabilizes
Bernstein also highlighted improving conditions at Strategy, one of the largest corporate holders of Bitcoin.
The company’s cash reserves now reportedly cover around 2.8 years of dividend payments, strengthening its financial position.
Strategy’s recent Bitcoin sales represented only around 0.8% of its total holdings and were primarily used to support STRC buybacks.
Bernstein expects Strategy could resume purchasing Bitcoin as STRC’s nominal value moves closer to $100.
Bitcoin Outlook Hinges on Regulation and Institutional Demand
Bitcoin’s latest breakout appears to reflect several overlapping factors.
Citi believes US regulatory developments are the strongest explanation, while Bernstein gives more weight to Treasury liquidity measures and changing financial conditions.
Both perspectives, however, point toward institutional participation as an important factor to watch.
If Bitcoin ETF inflows continue improving and the United States moves toward greater regulatory clarity, the cryptocurrency market could receive additional support from investors seeking increased exposure to digital assets.
