US President Donald Trump has instructed the Pentagon to significantly reduce joint military exercises with South Korea, citing the cost of the drills and his relationship with North Korean leader Kim Jong Un.
Trump announced the decision on Sunday, just hours before the latest round of annual US-South Korea military exercises was scheduled to begin.
Trump Calls for Reduction in South Korea Military Drills
In a post on Truth Social, Trump criticized the joint exercises as expensive for the United States and argued that they send an unnecessarily hostile message toward North Korea.
The president highlighted what he described as his strong relationship with Kim Jong Un, suggesting that large-scale exercises could undermine efforts to maintain a more cooperative relationship with Pyongyang.
Trump said he had directed Defense Secretary Pete Hegseth to substantially reduce US participation in the exercises.
The decision represents another shift in Washington’s approach toward military cooperation with South Korea as Trump attempts to balance the longstanding US alliance with Seoul against his interest in renewed diplomacy with North Korea.
South Korea’s Iran Position Also Draws Trump Criticism
Trump also connected the issue to South Korea’s position on the conflict involving Iran.
According to the president, he recently asked South Korea whether it would participate alongside the United States in efforts related to Iran’s denuclearization, but Seoul declined.
Although Trump acknowledged that the issue was not directly related to military exercises on the Korean Peninsula, he cited South Korea’s response while explaining his dissatisfaction with the current relationship.
Ulchi Freedom Shield Exercises Begin
The United States and South Korea regularly conduct joint military exercises designed to strengthen coordination and readiness between their armed forces.
The latest Ulchi Freedom Shield exercise began on August 17 and is scheduled to continue through August 27. Around 18,000 South Korean military personnel are expected to participate alongside US forces and other personnel.
The exercises include training for increasingly important modern warfare scenarios, including drone attacks, GPS disruption, cyber threats and other complex military operations.
South Korean military officials said the exercises began as planned despite Trump’s announcement.
North Korea Condemns US-South Korea Exercises
North Korea has repeatedly criticized joint US-South Korea military exercises, describing them as rehearsals for a possible invasion.
Washington and Seoul, however, maintain that the exercises are defensive and necessary to ensure military preparedness on the Korean Peninsula.
Pyongyang warned ahead of the latest drills that it could respond with stronger deterrence measures. North Korea has also continued ballistic missile testing, adding to security concerns in the region.
Trump’s Relationship With Kim Jong Un Returns to Focus
Trump’s decision once again puts his relationship with Kim Jong Un at the center of US policy toward the Korean Peninsula.
During his first presidency, Trump held several high-profile meetings with the North Korean leader as Washington attempted to reach an agreement over Pyongyang’s nuclear weapons program.
His latest comments suggest that personal diplomacy with Kim could again play an important role in the administration’s approach toward North Korea.
At the same time, reducing joint military exercises could raise questions about the future of US-South Korea defense cooperation as Washington tries to balance diplomacy with the need to maintain deterrence against North Korea.
The extent to which Trump’s order will ultimately change the scope of future military exercises remains an important issue for both South Korea and the wider security situation in East Asia.
