Hyperliquid (HYPE) recorded a sharp price rally on Thursday after Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange (NYSE), revealed plans to introduce regulated perpetual futures trading in the United States through a partnership with Trade[XYZ].
The announcement triggered renewed investor interest in HYPE, pushing the cryptocurrency approximately 20% higher within 24 hours. Meanwhile, the proposed trading platform could represent a significant step toward expanding regulated access to decentralized derivatives in the U.S. market.
Hyperliquid HYPE Price Approaches All-Time High
Following the announcement, HYPE climbed above $96, bringing the token close to its September all-time high of $97.96, according to CoinGecko data cited in the report.
The strong price performance highlights growing market enthusiasm surrounding Hyperliquid’s potential expansion into the regulated U.S. derivatives market.
Hyperliquid has established itself as a leading decentralized platform for perpetual futures trading. According to DefiLlama data referenced in the report, it ranks as the largest decentralized exchange in this segment.
Unlike traditional futures contracts, perpetual futures have no fixed expiration date. Consequently, traders can maintain positions on underlying assets without needing to roll contracts forward at maturity.
ICE and Trade[XYZ] Plan Regulated U.S. Perpetual Futures
ICE and Trade[XYZ] announced plans to seek regulatory authorization for a new perpetual futures marketplace targeting U.S. retail investors.
The proposed platform would offer exposure to several asset classes, including cryptocurrencies, equities, stock indexes, commodities, and foreign exchange markets.
Importantly, ICE intends to operate the retail-focused business separately from its existing institutional futures operations.
The company explained that institutional investors account for more than 99% of participation across its current markets. Therefore, the proposed platform would feature an independent clearing structure designed to limit counterparty risks for existing institutional customers.
If approved, the initiative could provide American retail traders with a regulated pathway to perpetual futures based on Hyperliquid infrastructure.
However, the project’s launch remains dependent on regulatory authorization.
Stanley Druckenmiller and Elon Musk Draw Attention
The announcement also attracted attention from prominent financial and technology figures.
Billionaire investor Stanley Druckenmiller publicly confirmed his investment in Trade[XYZ], expressing enthusiasm about the company’s prospects and its future trading products.
Tesla CEO Elon Musk subsequently amplified the announcement on X by sharing Druckenmiller’s message and commenting, “Interesting.”
Their involvement brought additional visibility to the proposed venture as HYPE approached its previous record price.
Meanwhile, ICE confirmed that it would acquire a minority ownership position in Trade[XYZ]. However, the company did not disclose the investment’s financial terms or provide a specific launch date.
OKX Partnership Could Support Market Expansion
Under the proposed operating framework, customers would need to complete identity verification and Anti-Money-Laundering (AML) procedures before accessing the platform.
Trading would take place through participating futures brokers, helping establish a regulated structure for retail participation.
Distribution is expected to involve ICE’s existing joint venture with cryptocurrency exchange OKX, although separate regulatory approvals would be required.
Earlier in March, ICE invested in OKX at a reported valuation of $25 billion, strengthening its connections with the digital asset industry.
The latest proposal could further expand ICE’s involvement in cryptocurrency-related financial services while introducing additional opportunities in retail derivatives trading.
Tokenized Stock Plans Face Regulatory Challenges
Separately, ICE’s tokenized equity initiative involving OKX has encountered objections from several publicly traded companies.
According to an October 28 notice, the number of companies raising objections increased to 38, compared with 26 previously reported on October 27.
Newly identified companies included Walmart, Eli Lilly, Carnival, Arcos Dorados, and Cigna.
However, these objections relate specifically to tokenized stock products rather than the proposed perpetual futures platform involving Trade[XYZ].
As a result, the two initiatives face distinct regulatory considerations and approval processes.
CFTC Approval Remains a Key Requirement
Regulatory developments will play a central role in determining whether the proposed U.S. perpetual futures marketplace can move forward.
The Commodity Futures Trading Commission (CFTC) previously approved a Bitcoin perpetual contract offered by Kalshi in May. However, the regulator indicated that perpetual contracts involving other asset classes would require individual assessments.
Furthermore, President Donald Trump stated in August that CFTC Chair Michael Selig was working toward establishing a compliant legal framework for Hyperliquid’s potential entry into the U.S. market.
Nevertheless, regulatory approval for the ICE and Trade[XYZ] initiative has not yet been secured.
Hyperliquid Outlook Strengthens as Wall Street Interest Grows
Overall, the proposed partnership between ICE and Trade[XYZ] represents a potentially important development for Hyperliquid and the broader decentralized derivatives industry.
The sharp HYPE price rally reflects investor optimism about increased institutional involvement and the possibility of regulated U.S. market access.
However, the project’s ultimate impact will depend on regulatory approvals, implementation details, and the ability to attract retail trading activity.
For now, investors will closely monitor further announcements from ICE, Trade[XYZ], and U.S. regulators as Hyperliquid’s native token approaches its previous all-time high.
