Ukraine Reaches Peace Agreement with U.S. as Russia Talks Begin

Ukraine has accepted the terms of a proposed peace agreement with the United States, according to a U.S. official who spoke with ABC News on Tuesday.

“The Ukrainians have agreed to the peace deal,” the official said, noting that only a few minor details still need to be finalized.

The peace proposal, originally presented in Geneva, has been reduced from 28 points to 19. The updated version removes sections related to wartime amnesty and removes limits on the future size of Ukraine’s military.

Ukrainian President Volodymyr Zelenskiy confirmed that talks with the U.S. are ongoing. In a post on X, he said he had spoken with German Chancellor Friedrich Merz and shared the “latest details” of efforts to end the war. He added that Ukraine’s delegation had returned from Geneva with an updated framework and expressed appreciation for America’s support and “personally for President Trump’s efforts.”

Analysts told The Washington Post that Russia is unlikely to accept the revised plan. Kremlin spokesman Dmitry Peskov said Tuesday that Moscow was waiting to review the modified proposal.

U.S. Army Secretary Dan Driscoll met secretly with a Russian delegation in Abu Dhabi on Monday, following discussions with Ukrainian officials in Geneva over the weekend. Driscoll’s spokesman, Lt. Col. Jeff Tolbert, said the talks were progressing well and remained coordinated with the White House.

The Washington Post also reported that a Ukrainian team is currently in Abu Dhabi and has been in contact with Driscoll and his staff, according to a U.S. official speaking anonymously.

These negotiations come as Kyiv endured another night of heavy missile strikes, with Russian attacks hitting residential buildings and power infrastructure, according to the Washington Post.
