Today’s crypto news highlights major developments involving blockchain technology, cybersecurity, and cryptocurrency regulation. Starknet’s community has supported research into becoming an independent blockchain, critical PHP security vulnerabilities have disrupted online services, and the United States is preparing to implement new stablecoin regulations under the GENIUS Act.

These developments illustrate how technological innovation, security concerns, and regulatory changes continue to shape the cryptocurrency industry.

Starknet Community Supports Research Into Independent Layer-1 Blockchain

Starknet’s community has overwhelmingly approved a proposal to investigate transitioning from an Ethereum layer-2 network into an independent, quantum-resistant layer-1 blockchain.

The seven-day governance vote concluded on Thursday, attracting approximately 3,200 participants. According to the results, 93.52% of voting power supported exploring the proposed transition.

StarkWare described the poll as the most widely participated-in governance decision in Starknet’s history. The company also confirmed that it abstained from voting, allowing community members to determine the outcome independently.

However, the decision does not immediately change Starknet’s existing blockchain structure.

Instead, the non-binding vote authorizes StarkWare and the Starknet Foundation to conduct research into the technical requirements and potential benefits of operating as an independent layer-1 network.

Any formal transition away from Ethereum would require another governance vote with binding authority.

For now, Starknet will continue functioning as an Ethereum layer-2 scaling solution.

StarkWare CEO Eli Ben-Sasson indicated that preparations for a technical whitepaper are already underway, with an initial draft expected to become available for public review in November.

The proposed research could represent an important strategic development for Starknet as blockchain networks increasingly explore scalability, independence, and protection against future quantum computing threats.

Critical PHP Security Vulnerabilities Disrupt Online Services

In other technology news, the PHP Foundation has acknowledged serious shortcomings in its response to a major cybersecurity vulnerability initially identified in 2024.

The organization admitted that limited development resources and prolonged internal decision-making contributed to significant delays in addressing the security problem.

Government agencies and other organizations worldwide temporarily suspended access to websites and online services on Wednesday as a precautionary measure.

The disruptions followed warnings about two related critical PHP vulnerabilities capable of allowing attackers to execute unauthorized code on affected servers without authentication.

PHP is among the most widely used programming languages for websites and online applications, including numerous content management systems.

Consequently, vulnerabilities affecting the software can create substantial cybersecurity risks across the internet.

PHP Foundation Explains Delayed Security Response

Following the release of emergency security patches, the PHP Foundation published an explanation of the circumstances surrounding the delayed fixes.

According to the organization, developers identified early indications of the problem in 2024. However, concerns about introducing compatibility issues across PHP’s extensive software ecosystem complicated efforts to develop a solution.

The foundation also cited a shortage of highly specialized developers and uncertainty over whether attackers could exploit the vulnerability remotely.

These challenges repeatedly interrupted progress toward an effective security update.

The situation became more urgent on August 11, when cybersecurity firm Calif and OpenAI independently reported the underlying weakness.

Calif’s demonstration of remote code execution without authentication prompted the foundation to prioritize the issue.

The organization subsequently acknowledged that weaknesses in its security procedures and insufficient resources had contributed to the prolonged delay.

The incident highlights the importance of maintaining effective vulnerability management practices across widely adopted software infrastructure.

US Treasury Secretary Compares GENIUS Act to Historic Banking Reforms

Meanwhile, cryptocurrency regulation remains a central focus in the United States as federal authorities prepare to implement new requirements for stablecoin issuers.

US Treasury Secretary Scott Bessent has compared the GENIUS Act’s stablecoin regulatory framework to banking reforms introduced during President Abraham Lincoln’s administration.

In a Wednesday statement published on X, Bessent characterized the legislation as a major milestone for the American financial system.

He drew comparisons with the National Currency Act of 1863, which established a federal framework allowing nationally chartered banks to issue currency.

According to Bessent, the GENIUS Act could play a similarly significant role in transforming the US payments industry.

The legislation aims to establish clearer regulatory standards for payment stablecoins while supporting private-sector innovation and strengthening the country’s position in digital finance.

New US Stablecoin Regulations Set for January 2027

The Office of the Comptroller of the Currency (OCC) is preparing to enforce finalized federal requirements covering stablecoin issuance and supervision.

The regulatory framework introduces standards for reserve assets, redemption procedures, risk management, and ongoing oversight.

Its provisions apply to eligible banking institutions, federally regulated nonbank stablecoin issuers, and certain foreign companies offering stablecoin services.

Beginning January 18, 2027, payment stablecoin issuers will generally need appropriate regulatory authorization to continue operating legally within the United States.

Companies that fail to meet the applicable requirements could face enforcement measures and financial penalties.

The regulatory changes arrive as US dollar-backed stablecoins become increasingly integrated into digital payments and international money transfers.

Although growth in the overall circulating stablecoin supply has moderated, their expanding use in financial transactions continues to attract attention from regulators and financial institutions.

Crypto Market Outlook: Blockchain Innovation and Regulation Remain in Focus

Today’s cryptocurrency developments highlight three important trends influencing the broader digital asset ecosystem.

Starknet’s governance decision demonstrates growing interest in alternative blockchain architectures and long-term technological resilience.

The PHP security incident underscores the cybersecurity challenges facing digital infrastructure, while the GENIUS Act reflects continued efforts to establish a more structured regulatory environment for stablecoins.

Looking ahead, cryptocurrency investors and industry participants will monitor Starknet’s research progress, developments in software security, and the implementation of US stablecoin regulations.

Together, these issues could influence the future development, security, and institutional adoption of blockchain-based financial services.
